Phandalin's civic authority, such as it is. The party has dealt with him twice and profited both times.

The bounty

He was tacking up a wanted poster when they came in: an ogre at Wyvern Tor had been stopping trade caravans. 100gp for the job.

The party left immediately, coaxed the monsters out of their cave, and collected.

The deed

With Glasstaff captured and the Redbrands cleared out, the party asked Harbin for the deed to Tresendar Manor.

It was a reasonable enough request under the circumstances. He signed it over, and the party had a hideout.

Everything that followed in that basement — the minotaur, the vent lair, Urmon's journals — traces back to that signature.
